McGuinty wouldn't commit to whether or not he would use the money as it was intended, which is his prerogative as Premier. The PM is giving the premiers the responsibility of good fiscal management as part of his program of less control from Ottawa. Unfortunately that means that only provinces with sound fiscal management will benefit.
